Two Oakland council members are among those being investigated for their decision to join a human line that blocked police from people protesting the verdict in the Johannes Mehserle case.

Oakland police are investigating Councilwomen Jean Quan and Rebecca Kaplan for their participation in the July 8 protests. The demonstrations took place following the involuntary manslaughter verdict in the racially charged trial of a white former Bay Area Rapid Transit officer who fatally shot an unarmed black man last year.

Prosecutors have already filed charges against nine protesters. Some 78 people were arrested.

No charges have been filed against Quan and Kaplan, but police say the women aren’t exempt from their investigation.

Kaplan says she and Quan were trying to help move the crowd without hurting anyone.
