Circuit, informally known as the second-highest court in the land, the White House announced Monday.<\/strong><\/p>\n<p>Ms. Halligan is general counsel for the New York County District Attorney\u2019s Office and Mr. Srinivasan is the principal deputy solicitor general, the No. 2 in the Solicitor General\u2019s Office.<\/p>\n<p>\u201cMr. Srinivasan will be a trailblazer and, like Ms. Halligan, will serve the court with distinction and excellence,\u201d President Obama said in the statement announcing the nominations. President Obama had tapped Ms. Halligan for a spot on the D.C. Circuit previously, but her nomination lapsed in the face of a Republican filibuster.<\/p>\n<p>Mr. Srinivasan, born in Chandigarh, India, and reared in Lawrence, Kan., is the first South Asian American judge to be nominated to the D.C. Circuit. <strong>If confirmed, he would be the third South Asian American federal judge.<\/strong><\/p>\n<p>He clerked for both Justice Sandra Day O\u2019Connor during the Supreme Court\u2019s 1997-1998 term and Judge J.
