How broadly (eg: shopping) or tightly (eg: non-matching socks) one goes must be defined depends in large part on things like start up capital & other forms of leverage. If you are the #30 player in a broad market or rank on page 3 of the SERPs you might have significant expenses but essentially no revenues.
